It very much depends on the build and not only the class. For example power holo sword having skill floor 2/5 and skill ceiling 4/5. Condo holo having skill floor 4/5 and skill ceiling 5/5. There are also other points like boon reliance. Power holo has 3/5 and condi holo has 5/5.

One core class can choose to adopt one of three elite specialisations at anyone one time, for example an elementalist can be: a core elementalist, tempest, weaver or catalyst. Each of these has a vast number of ways it can be ‘built’. You can change your build anytime you are out of combat. But an elementalist can never be a warrior etc.

Engineer and ranger are stronger than warrior for most PVE things except speedclear raids where bladesworn (warrior) is sometimes stacked. Warrior is currently strong in PVP as a spellbreaker and the same goes for WVW. The only time warriors tend to use a ranged weapon is longbow on PVE condi berserker so that plays a large part of it.

Shaman has pretty clearly been a title rather than a profession. Flame Legion shamans are elementalists (in GW1, they could also be monks). Norn shamans are whatever the animal spirit in question prefers, and the shaman abilities are probably more like masteries that are unavailable to PCs than profession skills.
