Grand Theft Auto IV: The Complete Edition. Use mods such as Simple Native Trainer. It won't disable achievements, and there are a lot of features.

To give Niko fingerless gloves via Simple Native Trainer, just download the Fixed Scripthook. [github.com] (Only works on IV) For EFLC, I'd recommend an alternative trainer/menu that doesn't rely on Scripthook, such as Zolika1351's menu. [gtaforums.com]

I like the minimal interface, and don't really use a trainer enough that not being able to use a mouse for navigation isn't a problem. Plus it's just familiar; I used Simple Native Trainer (later renamed to Simple Trainer) in GTA IV. I think I started playing GTA IV on PC in 2011, so yeah, I've been using Simple Trainer for over a decade.
After that open the Mod Loader with "F5". You are able to activate the following mod menus via the mod loader and open with the corresponding keys: Slot 0: XMC 6.0 Private: "F9". Slot 1: Empty Slot. That trainer crashes my GTA IV. I am using the current latest version of GTA IV (v1.0.7.0) without any other mods. Do you know any other 'save anywhere' mods? I don't mind if it is loaded back in a safehouse, as long as I can save my current state anywhere.
